A folder of photos is awkward to send; one PDF is not. Converting JPGs to a PDF puts them in a fixed order, in one file, that opens the same way for whoever receives it — which is why receipts, ID photos and coursework are almost always asked for as a PDF.

Images are placed at their own resolution and are not re-compressed by default. If the result is large, run Compress afterwards and choose how much quality to trade.
Only if you run OCR. A photo of text is an image until OCR reads the characters out of it — after that the PDF is searchable like any other.
